Oh, sure. The official line was that the building was being renovated.

Everyone knew of the unholy rituals being held in the sub-basement, though. Not "unholy" as in "demonic", but just "different". A new cabinet was being inducted into the Order of the Canal-Waders, and there was a flood-diversion pipe running right under the building for the purpose.
