I'm still not clear on how Gyrich took command of Alpha Flight station. I mean, Wakanda runs it, I thought, and Black Panther canonly knows Gyrich is a ass....
Because Carol Danvers refused the post when Abigail Brand left to reorganize SWORD as an arm's-length space exploration/defence programme of the Krakoan government. This was established in SWORD v.2 # 1. I suspect that the Captain Marvel creative team doesn't want to have to juggle the Alpha Flight-as-of-now balls in the air along with the existing subplots of their own book.
If I understand the situation, Wakanda co-owns Alpha Flight-as-of-now, along with Canada, the US and I don't know who else. Also, T'Challa's been busy working out how to incorporate five galaxies' worth of interstellar empire into its governance structure in the pages of Black Panther. Wakanda and Canada might well have objected to Gyrich's installation as boss of the AF programme, but we don't know how badly their votes were outnumbered.
