Someone else already solved it a few years ago, and I'm grateful for that. When file migration breaks Adobe CS4's licensing-ware, there's a problem that results when you try to launch any of those programs in the computer you migrated the files to.

Some day, I'm likely going to have to give up using CS4 forever, but in the meantime, this fix gave me a couple of years' of additional usage time. And this doesn't mean I won't be using Serif Affinity and Inkscape and Clip Studio Paint and Krita as well alongside CS4...
