It doesn't work for me (I'm still in Uzbekistan).

I just tried to open it via Tor (the last node of the chain was located in Germany) - it didn't work from there either.

Okay, that - combined from evidence elsewhere - seems to confirm that the site's operators have a problem at their end of things if no one can reach them.
