I'm sure someone else has already covered this ground in fanfic somewhere, much to the dismay of (the ghosts of) the creators of Peanuts and Doctor Who:

Snoopy's doghouse -- one of them, anyway -- was a misplaced TARDIS.

Insane? I don't know. Somehow it seems strangely obvious now. Certainly explains how a dog in the 1950s and later could find himself in dogfights with the Red Baron.

Oscar the Grouch was a Time Lord. I even read a great fanfic once that had Oscar team up with the Doctor to fight the evil Barney (who was an alien in disguise who ate the kids who appeared on his show).
