Sigh. The ghost of (US Senator) William Proxmire (http://en.wikipedia.org/wiki/Proxmire) rides again!

I was afraid something like this might happen, given the current economic mess. I mentioned its possibility back in February, actually (http://duncanmac.livejournal.com/44921.html).
