Cellphones: New Complication

dewlineI start up my cell phone this morning, and get this same message, over and over: "Unfortunately, Google Play services have stopped". Pressing "OK" avails me no relief from seeing the message again in 1-2 seconds. Neither does "Report", as the repetition of the message keeps me from filing a report about it.
Is my cell phone effectively "bricked"?
It was functioning properly last night when I shut it off to go to bed.
On top of everything else going in the worlds right now...
