This is sort of weird looked at from a normal AML point of view. We might consider it funding terrorism, except the destination of the funds (usually hidden in that case) is blatant. In dealing with proceeds of crime the origin of the funds is what you normally want to hide, and the integration stage is out in the open, which sort of the case here, except that most of the funds are probably of legitimate origin (from a strict legal point of view) and it's the final use that's objectionable.
I'm sure it's covered by the legislation somehow. What's more disturbing is realizing what a giant loophole GoFundMe &c puts in the normal processes for AML.
