An all-volunteer board, whose only objective was to ensure compliance to existing requirements, was too expensive?

That suggests that the expense was the cost of fixing issues that did not meet existing requirements.

And that there isn't any interest on the part of the current provincial management in meeting existing requirements where community jails are concerned. Regardless of what the public thinks of the issue.

Seeing as the well-being of guards and prisoners alike was seen as getting additional protection by the community advisory boards, I would say that these boards have positive value.

I am getting tired of selfish conservatism. I am willing to believe that originally conservatism had value, but current examples argue against it.
