DND does try to keep their facilities secure, but budgetary, social and technological limits are real things.
There is one thing I am sad about in this regard, seeing as I used to be able to walk through the main lobby-floor of DND HQ from one end to the other without restrictions when I first moved to Ottawa back in 1985. Gradually, that ended by degrees and it's more of a fortress now than it was.
As for Niantic, yes, your suggestion has merit. I don't know if they already have that set up.
