The existing Keystone just had a major leak that was discovered a week ago or so.

While I think it's a country's personal decision to exploit their mineral wealth, they should take it upon themselves to do it, which includes transport and refinement. If a country is not ready to take on the pollution costs of pipelines, spills, and refineries, then they should think twice about exploiting the resource. Sending those costs to another country is just moving where it happens, a form of NIMBYism.
