Okay, two Wednesdays ago, the first issue of House of X hit the comic book shops and the online subscription services. And Jonathan Hickman introduced this new/old thing called "Orchis". It seems to be the latest in a chain of things from the Weapon Plus program to Project Wideawake, hostile responses to the existence of superhuman mutants with heavy USGov involvement.
Orchis pulls its personnel and resources from a number of different sources across the history of Marvel-Earth-616:
SHIELD
STRIKE (a British-owned counterpart to SHIELD)
SWORD (an offshoot of SHIELD devoted to planetary defence against extrasolar threats)
Alpha Flight v.2 (SWORD's successor-organization; not the Canadian super-hero team originally sponsored by DND)
ARMOR (another SHIELD off-shoot, focused on extra-dimensional threats to Earth)
HYDRA
AIM (all incarnations, I assume, from the original HYDRA offshoot to the American Idea Mechanics organized by Roberto "Sunspot" da Costa)
HAMMER (Norman Osborn's American-owned would-be successor to SHIELD)
That's going to be an interesting mixture of people. Alpha Flight v.2 and HYDRA are still going concerns to varying degrees, as far as I can tell. The rest of them are out of commission, with a lot of people "in the wind". And they seem to be pulling together hardware from a lot of places too. These people are going to have lots of conflicts of interest. With each other.

No matter how carefully the better SHIELD Executive Directors had their Recruitment Division screen for that flaw.
