Why would a data entry job need the applicant to be skilled with web authoring/editing software like Oxygen XML?

Not impossible, but I hope that's not the case. Given how much of the work temp agencies try to match to candidates here in Ottawa-Gatineau is for federal contracts, that makes the prospect less likely.
