We already know from first-season episodes - particularly "The Girl in the Flower Dress" - and more recently in "Shadows" and "Heavy is the Head" this season that SHIELD maintained an Index of "registered Gifted" individuals (IE people with bizarre abilities from either biological modification or technological invention). That Index covered people from the USA to Hong Kong, so we might have reason to think the World Security Council signed off on it for a large number of other nations besides the USA.
The first two episodes of the second season establish that HYDRA was messing with SHIELD's work on that Index from the inside, else we wouldn't have Carl Creel running around alive.
He won't be alone.
People in High Places across the planet will be wanted a corrected edition of that Index set up ASAP in the wake of the public revelations re: the Index's existence and HYDRA's meddling with same.
Enter the dispute between Stark and Rogers, probably...
