Ogilvy's - After the Crash, a set on Flickr.

A week or so ago, a planned "slow" and partial demolition of the old Ogilvy's Department Store Building in Ottawa's ByWard Market district intended to be partially reversed to the effect of recreating a five-story building as a three-story facility went somewhat...awry. These photos depict the state of the building as of Easter Sunday 2013.

OK, now just the building is.

Why would they do such a thing, though? If they weren't using the top floors, it would be cheaper and easier to just seal off the ductwork and not heat them, rather than go through the expense (and in hindsight, the risk) of shortening the building?

You'll have to ask the people at Cadillac Fairview and Ottawa City Hall. I've read several accounts from fellow spacingottawa.ca contributors, from columnists at the Ottawa Citizen and elsewhere and I'm still at a bit of a loss.
