Interesting to see the Rwandan govt. accused of meddling in its neighbours' business. Certainly, it may fit with concerns raised on either Ideas or Dispatches. Wishing that I could remember with certainty which show aired the radio documentary I'm thinking of.
There's always been a certain amount of those tyrants and thugs watching each others' backs at venues like the UN. It's a fair charge, but then it wasn't originally intended to be the Ideal Planetary Governmental Venue. Just to keep us from nuclear weapons-assisted suicide as a species.
A planetary governance venue is something that a lot of us are trying to remake the UN into, however...
