Check the Flickr page in the linked photo for further info. It both surprised me and made perfect sense after I looked closer.

Cool! I've never had the opportunity to stop for a close look, but I figured it might be something to do with that. I don't think I've ever seen it in operation. (I suspect they chuck a bucket in off the O-Train bridge...)

They've got some sort of cable-car thing they use to lower the instruments into the river from, so it appeared.
