"Dipper" is slang for "New Democrat". Often used as an insult. One I'm not thrilled with.

I think it's funny! kathleen gave it more fully. The closest i could have guessed was "dipping" here was what a snuff user was described as doing. Got to love creative language.

Etymology: (loosely) derived from "NDPer." In days past, sometimes styled as "kneedipper" to accommodate the "N" sound, presumably. The old paper version of the satirical Frank Magazine used to be especially fond of the term, IIRC.
