Rule of Law always was pretty weak, for those at the top or bottom of the status scale. It's never been easy to convict or punish members of the elite, and it's always been easy to railroad innocent members of the underclass. Those of us in the middle tend not to notice, especially since we've been taught otherwise in things like civics classes.

I'm not sure whether the US today is better or worse than average on these things; so much of the data one would need to answer such questions is successfully covered up.
