That seems... pessimistic? If that's really from Star Trek, I would expect someone to counter with, "Giving up is the only real failure." Acknowledging that a problem is hard seems reasonable and valuable, though.

In this situation, "managed" likely indicates one has the choice of few and/or very bad paths forward. It's not how it's going to resolve, it's come down to how one chooses to respond and what actions one takes from that point onward. No path forward leaves one to decide to go with "them's the breaks" or kicking and screaming. Refusing to participate in "take them down with us" is taken to be "giving up", but might be the only way to feel that one is being true to one's self.
