No, I don't think it does. And it doesn't compare to what my MP sent me a link to for further investigation.

C-36 seems benign by comparison, merely undoing some damage done to the Human Rights Act by the Harper crew a decade or so back with some minor tweaks to allow for modern and anticipated technologies added in.
