This question caused by a dialogue point in Crime Bible # 4: Which level of government in Illinois is considered responsible for setting terms of office for mayors and city/town councils?
Without doing any research what-so-ever my gut reaction is that each city sets its own terms of office and council procedures, perhaps by voter referendum or changes to a city's charter. That kind of thing is usually handled "bottom-up" as a voter mandate vs. a "top-down" state-level law.
As opposed to up here, where cities and towns are very definitely considered "creatures of the provinces", requiring provincial approval for the establishment and boundaries, among many other details. Hmm.
In most states, except Louisiana, mayoral terms are set in the town charter but can be altered by a town vote. I'm not 100% sure if this applies to Illinois though.
