People used to go into space.
Now we all have to hide in our homes because governments all over the world skimped on healthcare spending.

...people are still going up to space.
Two more went up this week, secure as we could make them against the virus.
That aside, whether it helps or not, you're absolutely right. We've been trying to govern this world and its component nation-states on the cheap in too many ways. This is how one of those choices is biting us on the backside right now.
