Planned. They're sniffing interesting unencrypted traffic and copying it, without a doubt. I strongly suspect they were behind the massive Fed personnel breach a couple of years ago as none of that information was ever monetized.

And this has happened before where BGP was tampered with, sending everything to China. The only solution is encryption everywhere and to fix BGP so it can't be jiggered.
