I'm no expert, but based on events in Canada of the past few years I suspect Daesh cells have a hard time getting a toehold here, because the Muslim communities are already watching out for them and contacting the police if they hear anything -- that's how those guys who planned to derail a train were caught a few years back.
We're in more danger from individuals who don't actually report back to any organization, who plan and execute their own one-person attack, because they're less likely to confide in anyone ahead of time. That's how the shooter in Ottawa got as far as he did. (Note that the "lone wolf" types may be motivated by any number of religious or political grievances -- in N. America they mostly seem to be young white men enraged because they think everyone else is having more sex than they are.)
I don't have any idea how to anticipate this type of attack; for the moment I can only take consolation in the thought that while a single-person conspiracy is harder to catch, it can't usually do as much harm as a larger organization.
