The received wisdom around here is that he was elected by voters in the 'burbs who liked his "yay cars" policy. Certainly I don't know anyone from downtown who'll admit to having voted for him. Actually the only person I know who admits to voting Ford in is one of my aforementioned bosses (who's a decent enough guy -- as far as I can make out he genuinely believes Ford is an average Joe who stands up for the Little Guy against those Elitist Lefties.)
