If I were ruling Best Korea, I'd be behaving much the same way with respect to foreign policy (but much differently for internal policy). It's not good for international relations, but signaling that they are aggressive, powerful, and prepared to use force makes it less likely that they'll see the fate of Grenada/Iraq/Afghanistan/Panama et al.
