It's been in place for a long time in the US. Provided they are using compatible standards, phones must connect to make a 911 call. (Though I think that with everybody migrating to LTE, different standards is going away, which increases the safety.)

Most US plans already have roaming baked in, as the distances, especially in the US West can be so incredibly vast, though you will pay a roaming fee.

I'm surprised that Japan, which is a pretty safety minded nation, didn't already have mandatory emergency connection and roaming in place.

If you are interested in emergency overflow/backup channels, the basic amateur radio classes are really affordable and interesting (I am taking one right now).
