Car recognition question

Does anyone recognize this vehicle's make and model? It looks like something from the 1940's but I daren't make that assumption.

Senatorial Thinking: A Bit of Linkage

Hayden Trenholm is a local SF author of my acquaintance. We've been on panels at past editions of CAN-CON together, and it's been both fun and educational. He's also had some experience with life on Parliament Hill, and has had the chance to come up with some informed thinking about Canada's Senate.
