I think the onus should be on people who use AI to disclose that the thing is made by AI, rather than people who make human-made art being forced to label their work which seems unfair. It ethically bothers me that a lot of AI users don't disclose that it's made with that [I also feel like AI has no place in contests with people who are entering human-made art, and that contests should be either only for AI users or only for human-made art.]

Sadly, I don't think it would take any effort for an AI using person to fraudulently use a "Not by AI" badge if they wished to defraud people.

Yeah. Whether this is a good idea or not may be moot because of that.
