Not that it's stopping our current mayor from trying. These gadgets are his idea. He's proposed it as an alternative to directly giving to panhandlers, beggars, and so on through the labels list for such fellow citizens.

This juror is still deliberating on the verdict.

I've noticed that at Rideau and King Edward, panhandlers tend to take up their station standing right in front of the meter.

They are not peculiar to Ottawa, either. Montréal has the same kind of meter (labeled "ParcoDon") at scattered places throughout the Island. A Google search for that "word" suggests that they started in the "arrondissement de Ville-Marie" in Montréal. This web-page (http://montreal.metblogs.com/archives/2007/06/new_use_for_old.phtml) has a bit more information.
