From the articles, I'd say the answer is "yes" to both questions.

Someone on Twitter pointed it out to me, and after reading for myself...it makes sense of a sort. I'm left wondering if the question I indirectly posed at the top was perhaps too glib and dismissive-pretending-otherwise.
