It seems they are trying to support people who won't qualify for EI.

But is raises the question of what gig workers have been relying on during the CERB period.

My friend has her own business, which provides a piece by piece personal service. She currently qualifies for CERB, since her bookings have dried up, but she doesn't/won't qualify for EI because self-employed.

On the other hand, other friends are musicians, and they haven't qualified for CERB because their bookings are part time in and around their other employment (limited), and they haven't qualified for CERB for their music bookings - will they now qualify for the new program since that part of their income does not qualify for EI?

Currently it sounds like another apply-and-see-what-happens situation.
