And since they've got this editorial rule to keep the modern characters as young as possible for as long as possible...

I'm pretty sure Stan thought there would be rafts of new characters and most of the Old Characters would turn to other endeavors.

You know, Peter as Grandpa crawling around the ceiling with teeny baby webbed to his chest so the parents can get some sleep.

Admittedly the stasis has been happening for some time, though for some characters that was Infinity Formula.

(Not related to this, but an animated film that didn't pan out, some of its art by Jack Kirby was used by the CIA's fake film team that got people out of Tehran.)

I am inclined to credit/blame Franklin Richards' powers and child-like love and fear and hope for his family and their friends as well for some of that stasis.

However, since I've concluded that Franklin is an interjection from Beyond the Fourth Wall with eldritch purposes, I've in my AU replaced him with Joan and Lois. There seemed to be a shortage of daughters in canon.
