So I read the article, watched the video all the way through, and there's one thing that REALLY bugs me about this layout: wasted space. In warships, space is always at a premium because unused space can always be used for stores. And that design has a lot wasted space.
I just can't see that as being the final design that is, "as-is", being built in to their frigates exactly as shown. Maybe it is, but I'd want to see a video tour. It looks like a vendor "Here's what we've designed for you! Isn't it lovely!" Meanwhile, the Captains who have to implement it are going "WTF? We told you we've got 50% of the space that you've designed for."
For a land-based CIC, sure - you've got all the space that you need. Even a simulator can be larger for instructors to be able to be near trainees. But on a ship? I have problems believing this. The guy who said it was being implemented was from Mitsubishi, not from the Japanese Navy. Had he been from the latter, I'd be surprised but have a different opinion.
You're probably right on all points. It's more likely to be something that the design team would like to do someday, given the freedom to play on the job.
