Yes, it is.

After the US Dept. of Energy told them to effectively pound sand over that questionnaire on carbon tax issues, green energy projects, etc., I was half expecting similar incidents at other departments on their side of the border.

"ALL of our programs support gender equality" would be a good response, but might get an entire department's budget cut.

The whole thing's intended to cause pain to large numbers of people inevitably, of course. Inside and outside the States.
