It's all connected to the larger Batman Incorporated series/arc being organized by Grant Morrison and assorted other writers. Morrison's been saying that Bruce Wayne's choosing specific people for specific regions as part of a long-term plan, and based on past experience, I tend to think it'll be a ride worth the taking.
As for those complaining about Billai Asseiah's new role?
Tough.
The future's going to get built, in fiction as in fact. Without the fiction to inspire, how much longer will it take to build the better facts?
