Cellphones: New Complication

I start up my cell phone this morning, and get this same message, over and over: "Unfortunately, Google Play services have stopped". Pressing "OK" avails me no relief from seeing the message again in 1-2 seconds. Neither does "Report", as the repetition of the message keeps me from filing a report about it.

Is my cell phone effectively "bricked"?

It was functioning properly last night when I shut it off to go to bed.

On top of everything else going in the worlds right now...

I knew some major changes were coming down on Google services, I guess they must have struck last night. Sadly, I have no idea how you can resolve them. Best of luck to you!

I am completely ignorant of useful information, but what does/did Google Play operate for you? Is it something like a temperature app that runs in the background all the time? However, I can see that even if you identify the culprit, how you are supposed to get at it while Whack-A-Message is going on, I don't know.
