Preclearance Agreements?

Canadians have been getting warned about this for a couple of years now, since Obama's second term at least.

Noting the following:

Even if a Canadian official is "unwilling" to conduct a search or has deemed a detainment unnecessary, a U.S. official can override that call. In other words, Canadian law enforcement can now be countermanded within Canada by Americans.

Do other countries allow other countries to have border police on their soil? As far as I know, we don't have Mexican police north of our southern border.

This should under no circumstances be allowed.
