Some random thoughts.
Sidebar: Is there a SHIELD right now? Agents of Wakanda and Agents of Atlas seem to exist to partly fill that gap.
I think that Wakanda and Krakoa are unofficially aligned through the T'Challa/Ororo relationship as currently in play in Black Panther, regardless of that paragraph in the "Mutant Diplomacy" section.
(I wonder what Kenyan comics readers make of that chart.)
I re-read HoX # 1 today, while looking at that chart, by the by. Magneto claiming that mutants have never committed a war of aggression whilst being the man whose first Brotherhood took down the republic of Santo Marco, however briefly. Santo Marco is indeed on the "hostiles" list in HoX # 5 - "Reason for rejection: Ideological". If it's been fifteen years for all the characters, there are teenagers alive there today who've been raised by the people who lived through that.
