In fairness, a lot of provinces ended up with pot shortages. That was to be expected (at least, I fully expected that to happen so was 100% not surprised). NB for example had to close a number of its stores because they couldn't supply them (but that is slowly rectifying itself). There was absolutely zero way to accurately predict what the demand would be.
